The Ho Chi Minh City People's Committee, the city administration, has approved 10 more projects where foreigners may buy homes, VnEconomy reported on 9 October. It is the 13th time the list has been extended. By the outlet's count, it now covers around 160 projects.
The new batch includes:
- Saigon Pearl, phases 1, 2 and 3B (Thanh My Tay ward), developed by Vietnam Land SSG;
- high-rise blocks C1 and C2 in the Hung Phu residential area (Tam Binh);
- The Emerald 68 (Binh Hoa) and The Emerald River Park (Lai Thieu);
- the Block A high-rise in the Tan Phu residential area (Tan My).
The other five projects are in An Phu, An Khanh, Thuan An, Phuoc Hoa and Dien Hong.
The legal basis for the list has not changed: the 2023 Housing Law and Government Decree 95/2024/ND-CP. Individual buyers must have entered Vietnam lawfully and must not hold diplomatic or consular privileges. Foreign organisations need a valid investment registration certificate. The caps are the same as before: no more than 30% of the apartments in a building, or no more than 250 individual houses within one ward, the lowest level of city district.
The city ties the expansion to foreign investment and to demand for housing from foreign specialists and engineers. Its plans include an international financial centre, free trade zones and a semiconductor industry.
These rules are still fully in force. In our news item on the draft amendments to the Housing Law, we reported that the draft removes foreigners' right to own landed houses while keeping apartments.
